95 plymouth neon runs rich, and tries to sputter and die at low speed?

my 95 plymouth is running rich. i figured its in the egr system, or the o2 sensor. but how do you tell the difference between them. theres 2 oxygen sensors(one on manafold,and one one the exaust pipe)it only tries to die at a slow speed(0-15 mph.)
car has just been tuned up, plugs, Air Filter, oil change. but no wires. and the egr hose is a little worn, but still has a vacuum seal

"EGR hose a little worn" you may be talking about your PCV, the EGR is mounted to the head, at the rear near the firewall, PCV goes into the valve cover and get vacuum from the intake, Under low vacuum conditions (WOT) the valve closses preventing any flow thru the valve, It is only open durring high vacuum conditions( Idle) Durring low vacuum conditions any blow by in the crankcase vents into the air intake box near the airfilter , this is a closed system, required buy the FED gov. A leaking PCV can cause some issues with idle air speed, and mixture issues at idle.
EGR is simple to test. Disconnect the vacuum supply to the valve itself, and apply vacuum to it, it should kill the engine or make it run extremely rough. If it does not change idle quality, then it is either non functional or (if running rough already) stuck open. It's a little more difficult to test the electronic portion, you can test the resistance of the solenoid that supplies vacuum signal , but without having the ability to turn the solenoid on and off, you would have to run jumper wires into the circuits and monitor the voltage and vacuum at different points during a test drive. There should also be a back pressure transducer in the vacuum circuit, this prevents the valve from operating during certain conditions(@ back pressure events).
The 02 sensor in the front of the cat does the "feedback " work, gives the PCM air/ fuel ratio info for fuel modification. The rear 02 is used to measure the catalytic converters efficiency, If it fails the only real consequence will be CEL illumination, You did not indicate a CEL illumination, so It could very well be a stuck EGR, If the 02 was the problem you would likely have a CEL.
Could be a faulty AIS motor, restricted passage in the AIS, dirty throttle body, or in range failure of the MAP sensor- you say it runs rich? CEL, code, what evidence do you have, smell, etc.
