Help. I want to glue beadboard on the basement concrete wall, but?

there a few places with cement 'bumps', so it's not a smooth surface.

What kind of tool is best to shave them off? a side grinder with a masony disc?
OR
Could I glue a 1/2" piece of insullation board to cement wall? THEN glue the beadboard onto that?

p.s. It's poured cement.

I guess it depends what your uses are for the basement. If you want to actually finish it and have it last, then I would install furring strips or strapping on the wall (you could use a concrete nailer to attach them.) between the furring strips, I would install rigid foam insulation boards. If you cut the insulaiton boards well you can fit them between the strapping tightly and you wont need to glue or nail them. Then I would staple a 6mil vapour barrier to the top of the wall, hang it down the wall and glue it to the floor with accoustical sealant, and tuck tape anyother seams. I wouldnt staple it along all the strapping becuase them you're creating holes in your air and moisture barrier. The purpose of the strapping is to give you something structural to attach your beadboard too.

As for the bumps on the wall, if they are large you could use an Angle Grinder or a concrete chipper (like a kango).

If you're just trying to clean up your basement and you'll only be using it for storage or something, I guess you could get away with your idea.
